Occidental Petroleum Corporation

Oxy

Occidental Petroleum Corporation is an integrated oil and gas company with upstream production in the Permian Basin, the DJ Basin and the deepwater Gulf of Mexico, a basic chemicals arm in OxyChem, a midstream and marketing segment, and a low-carbon business built around carbon capture under the 1PointFive brand. The company was founded in 1920 and is headquartered at 5 Greenway Plaza in Houston, Texas, with about 12,700 employees. Its shares trade on the New York Stock Exchange under the ticker OXY, and at the end of 2025 the market capitalization was about USD 48.64 billion at a share price of USD 51.20. Crude oil supplied 52% of FY2025 revenue of USD 29.5 billion, natural gas liquids 14%, natural gas 8%, OxyChem 18% and midstream and marketing 8%. Net income was USD 3.25 billion on operating income of USD 5.1 billion, against USD 82.5 billion of assets and USD 32.2 billion of equity.

Strengths: A proved reserve base of 4,250 MMboe supports a ten-year reserve life, and the Permian position of roughly 1.4 million net acres producing 285 MMboe is concentrated in the Delaware and Midland basins where development economics are strongest. Lifting cost of USD 8.75 per boe on crude keeps the upstream in the first and second quartiles of the North American shale cost curve, and OxyChem's USD 5.31 billion of revenue, 18% of the total, provides a chemical earnings stream that does not move with WTI. International production sharing concessions in Oman and the Al Hosn joint venture with ADNOC in the United Arab Emirates add long-life gas and liquids outside the United States, and an entirely unhedged book means every dollar of price upside reaches cash flow.

Weaknesses: The unhedged posture cuts both ways, leaving the full weight of a price decline on a balance sheet that carries USD 50.3 billion of liabilities against USD 32.2 billion of equity. Berkshire Hathaway owns 28.8% of the common equity and holds USD 8.5 billion of 8% preferred stock plus warrants, a fixed claim that ranks ahead of common dividends and constrains how much cash is left for shareholders. Capital expenditure of USD 6.5 billion in FY2025, including USD 2.7 billion of growth spending on CrownRock development, chemical plant work and low-carbon projects, is heavy against operating income of USD 5.1 billion, and earnings have fallen from USD 13.3 billion in FY2022 to USD 3.25 billion in FY2025.

Industry Position

Integrated oil and gas companies occupy a different part of the value chain from pure-play shale drillers. Upstream cash flow is set by WTI and by the differentials that apply to each barrel, midstream captures a fee for moving it, and chemicals convert hydrocarbon and mineral feedstock into products sold on industrial contracts. Occidental spans all three, which means its earnings mix is unusual among U.S. peers: crude oil was 52% of FY2025 revenue, but OxyChem added 18% and midstream and marketing another 8%, so roughly a quarter of the top line is only loosely correlated with the oil price.

The upstream position is anchored in the Permian Basin, where roughly 1.4 million net acres across the Delaware and Midland basins produced 285 MMboe and where the CrownRock acquisition deepened inventory in the core of the play. That sits alongside 50 MMboe from deepwater Gulf of Mexico platforms and 55 MMboe of international volumes from Oman and the Al Hosn joint venture with ADNOC, a mix that gives the company long-life conventional production to blend with short-cycle shale.

Scale in the Permian places Occidental in the first and second quartiles of the North American shale cost curve, but the competitive set is crowded: EOG Resources, ConocoPhillips, Diamondback Energy, Devon Energy, Chevron and Exxon Mobil all operate inside the same counties. Differentiation therefore comes from the chemical segment, from international concessions that most shale-focused peers do not hold, and from a low-carbon platform that no large-cap peer has pursued at comparable scale.

Competitive Advantages

The chemical business is the most distinctive asset. OxyChem's USD 5.31 billion of revenue comes from chlor-alkali and vinyls plants whose profitability depends on caustic soda and chlorine pricing, electricity and ethylene cost, and construction demand, not on the price of a barrel. That stream widened during the 2020 downturn and again in 2023 when upstream earnings fell, which is precisely the counter-cyclical behavior a commodity producer wants from a related business.

In the ground, 4,250 MMboe of proved reserves and a ten-year reserve life give the company more staying power than a pure shale operator with a decade of inventory and no conventional base. Crude lifting cost of USD 8.75 per boe is competitive for a portfolio that includes deepwater platforms and Middle Eastern gas, and the Al Hosn project processes ultra-sour gas under a long-term joint venture, a technical niche with few qualified operators. Domestic Permian lifting runs below USD 9.00 per boe, which is where the marginal economics sit.

The absence of hedging is a deliberate position rather than an oversight. Management runs the upstream unhedged to keep full exposure to price upside and to preserve operational flexibility, a stance that contrasts with Diamondback's rolling 45% program and with peers that lock in floors. In a rising price environment that choice pays; the same structure leaves the company more exposed than hedged competitors when WTI falls, and the market prices that asymmetry into the equity.

Strategic Expansion

Growth capital of USD 2.7 billion inside a USD 6.5 billion program is directed at three places: CrownRock development in the Permian, enhancements at the chemical plants, and the 1PointFive low-carbon build. CrownRock is the nearest-term contributor, converting acquired Delaware Basin inventory into production volumes that guidance puts at 480 to 510 MMboe for FY2026 on a consolidated basis, a range that reflects the integrated Permian, Gulf of Mexico and international operations.

The low-carbon platform is the long-dated option. 1PointFive develops direct air capture plants and sequestration acreage on the Gulf Coast, with a business model that depends on selling removal credits and storage capacity to industrial customers and on policy support that has not yet settled. Capital deployed there competes directly with Permian drilling for the same dollars, and the return profile is measured in decades rather than quarters, which is the central capital allocation question the company faces.

Chemicals expansion is the quieter lever. OxyChem plants in Texas, Louisiana, Kansas, Canada and Chile give the segment reach into North and South American industrial markets, and incremental debottlenecking typically earns a better return than a greenfield unit. Management has kept chemical capital inside the existing footprint while the upstream absorbs the CrownRock integration, a sequencing choice that protects free cash flow during a period of elevated spending.

Risks & Outlook

Balance sheet risk is the dominant concern. USD 50.3 billion of liabilities against USD 32.2 billion of equity, combined with Berkshire Hathaway's USD 8.5 billion of 8% preferred stock and its 28.8% common stake, means a large share of cash flow is committed before common shareholders are paid. The preferred dividend is fixed and senior, so a weak price year squeezes the common dividend and the buyback rather than the preferred obligation.

Commodity and jurisdiction risk follow. With no hedges, a WTI decline of ten dollars per barrel reaches revenue almost immediately, and earnings have already traced that path: net income fell from USD 13.3 billion in FY2022 to USD 3.77 billion in FY2023 and USD 3.25 billion in FY2025. International production in Oman, the United Arab Emirates and Algeria carries concession renewal, fiscal terms and geopolitical exposure that a domestic-only peer avoids, and the low-carbon business depends on policy that can change with an election.

The near-term case rests on capital discipline. A USD 6.5 billion program against operating income of USD 5.1 billion leaves thin coverage, so the priority for the next year or two is holding Permian development inside the guided 480 to 510 MMboe range while chemical margins carry part of the load and the growth budget is trimmed where returns do not justify it. Reserve life of ten years and 4,250 MMboe of proved reserves give the company room to do that without shrinking the asset base. The profile closes with a VerityRank Score of 81/100.
